Rochester-based psychiatrist Michael Privitera, who was born and raised in the Empire State, is pretty content practicing medicine in the idyllic Finger Lakes region, but sometimes he feels weighed down by cumbersome state regulations. 

While Privitera boasts that "the resources are great, some of the [healthcare] programs that are here, and living here is fabulous," he laments that "some of the state politics has forced more on our shoulders at a time when we’re over-stressed to begin with. There’s no central agency that’s aware of all these mandates that will say 'hey, that's enough…'"
